EXECUTIVE DIRECTOR

Terrell A. Blount

Terrell A. Blount is an accomplished motivational speaker, mentor, and activist in the college-in-prison and justice reform space. He has participated on the steering committee for the Alliance for Higher Education in Prison and advisory boards for the Prison Teaching Initiative at Princeton University, the Safe Alternatives to Segregation Initiative at Vera, and the Education Trust Justice Fellows program. He was outspoken in the push for Pell grant restoration for people in prison and participated in the Negotiated Rulemaking subcommittee meetings for the U.S. Department of Education, representing currently and formerly incarcerated students. 

His experience in policy change and advocacy, program administration, philanthropy, and college reentry programming positions him as a well-rounded expert in the field. As a program associate at the Vera Institute of Justice, he provided technical assistance to institutions of higher education and corrections agencies regarding college programming for incarcerated and formerly incarcerated individuals using Pell grants. He also served as a Program Officer of Higher Education in Prison at the Laughing Gull Foundation, managing a $2 million portfolio of colleges and universities advancing higher education opportunities to incarcerated people in the Deep South.  

Terrell served as the lead author of “How Student Recruitment and Selection Can Impact Reentry Outcomes: Lessons from the Michigan Department of Corrections and Jackson College”, published in the Journal of Prison Education and Reentry, and is quoted in The Pell Institute and Penn Ahead’s report, “The Indicators of Higher Education Equity in the United States 2024: 50-Year Historical Trend Report.”Terrell holds a bachelor degree from Rutgers University School of Communication & Information and also earned his MPA in Nonprofit Management from the School of Public Affairs and Administration (SPAA) at Rutgers-Newark.
